If you're a noob in website building I'ld say look for free hosting first or services like myspace, xanga, blogger etc then search for good html tutorials lets say an html cheatsheet from webmonkey, play around with the scripts on your new site till you get the hang of it, and then go professional(optional) once you feel confident in it and then maybe once you're more advanced in html maybe you could try css and javascript.

If you are looking for a website hosting service (every non-expert needs one), I recommend (and use) GoDaddy.com. Total cost to have your own domain name & site is about $10/year for the domain (www.YourName.com) & $4/month for the hosting service. Whatever you do - don't have your Internet provider host your website. Their prices are sky high and they do not specialize in (or are even guaranteed to know ANYTHING about) web hosting.
